No Labor Cost Adjustment Since No Contribution Made to Pension and Welfare Fund

The DRA denied landlord a labor cost adjustment for rent-controlled tenants and landlord appealed. The DHCR ruled against landlord. Since landlord wasn't contributing to the welfare and pension fund of the super from the funds of the building, landlord couldn't get a labor cost adjustment.
