No Increase for Windows Since Nearly Half Defective

Landlord applied for MCI rent hikes based on the installation of new windows on a building-wide basis. The DRA ruled against landlord after an inspection showed problems with opening and closing a lot of the windows. Landlord appealed and lost. The DHCR inspection showed there were window defects in 47 percent of the apartments inspected. Tenants also didn't sign off on landlord's claimed repair work. Landlord didn't complete the window installation in a workmanlike manner, and there were sufficient grounds to deny the entire MCI increase.
