No Increase for Stoop Restoration

Landlord applied for MCI rent hikes based on restoration of the building's stoop. The DRA ruled against landlord, finding that this wasn't an MCI. Landlord appealed. It had restored the stoop of a landmark building to match its original structure. And the work was required because of the age and deterioration of the curb. The DHCR ruled against landlord. To qualify as an MCI, a stoop must be replaced, not merely restored.
