New Sprinkler System Wasn't Building-Wide

Landlord applied for MCI rent hikes based on the installation of a sprinkler system. The DRA ruled against landlord, who appealed and lost. Although the sprinkler system was installed in the public halls and basement, it also was installed in only four out of 22 apartments. Therefore, it was only a partial installation and didn't benefit all tenants.
