New Roof Was Defective

Landlord applied for MCI rent hikes based on a new roof installation. The DRA ruled against landlord, finding that the work was defective. Landlord appealed and lost. An inspection showed that there was water damage on the ceilings of two of the four top-floor apartments. There was also water accumulation on the roof. The DRA properly denied landlord's request.
