Defects in New Roof

Landlord applied for MCI rent hikes based on a new roof installation. The DRA ruled against landlord. Landlord appealed and lost. Tenants had opposed the MCI increase, claiming defects in the new roof. An inspection had confirmed that the roof surface had huge air bubbles, cracks, and open seams. The DRA properly denied any MCI increase for this reason.
