New Roof, Gutters, and Leaders

Landlord applied for MCI rent hikes based on the installation of a new roof, gutters, and leaders. The DRA ruled for landlord, and tenant appealed. Tenant claimed that the gutters and leaders didn't benefit his apartment and so he shouldn't be charged a rent increase. The DHCR ruled against tenant. The improvements were building-wide and qualified as major capital improvements.
