New Intercoms Qualify

Landlord applied for MCI rent hikes based on the upgrading of the building's intercom system. The DRA ruled against landlord because the upgrading didn't include new intercom wiring in each apartment. Landlord appealed and won. All necessary intercom components were installed in each apartment, and the main panel was installed in a new location. The fact that landlord's contractors used some of the existing wires didn't disqualify this installation as an MCI.
