New Gate with TV Security System Qualifies as MCI

Landlord applied for MCI rent hikes based on the installation of a new television security system and a new gate at the courtyard entryway. The DRA granted rent increases for the TV security system, but disallowed any increase for the gate because the building entry doors didn't appear to be new. Landlord appealed and won. Landlord argued that there was no claim that the building entry doors within the courtyard had been replaced. The courtyard entrance gate was near the street and was installed in connection with the new security system.
