Multi-locks Not Installed with Security System

Landlord applied for MCI rent hikes based on several improvements. The DRA granted MCI rent hikes for elevator upgrading and installation of a security system. But the DRA denied any rent hike for multi-locks. Landlord appealed, claiming that the multi-locks were installed in connection with the security system. The DHCR ruled against landlord. Landlord installed the multi-locks in September 1999. The security system installation was completed in January 2001. So the multi-locks clearly weren't installed in connection with or directly related to the security system.
