Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord submitted proof of improvements made to tenant's apartment immediately before tenant moved in. The DHCR permitted a rent increase for some of the costs claimed by landlord. Tenant admitted that landlord installed a new stove, refrigerator, dishwasher, kitchen cabinet, sink, and faucet. Landlord also submitted bills documenting the cost of these items. Other items landlord claimed were disallowed because they were either normal repairs or maintenance.
