Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord argued that the DRA incorrectly disallowed part of the cost of kitchen cabinets installed before tenant moved into the apartment. The DHCR ruled for landlord. The DRA had treated landlord's submitted invoices as duplicates. But one invoice was for supply of the cabinets; the other was for installation.
