New Elevators Didn't Stop Level with Floors

Landlord applied for MCI rent hikes based on the installation of elevator controllers, selectors, and car door operators. The DRA ruled against landlord after an inspection showed that the elevators didn't stop level with the floors. Landlord appealed, claiming that the elevators worked perfectly. But the DHCR had conducted several inspections and found each time that the elevators didn't stop level.
