New Bathroom Tile and Kitchen Floor

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord claimed that the DRA had improperly denied any rent increase for apartment improvements made before tenant moved in. The DRA ruled for landlord in part, but denied any rent increase for replacing the bathroom tile and kitchen floor. This work was considered ordinary repairs, maintenance, or replacement for which no rent increase was permitted.
