Minor Conditions

Tenant complained of a reduction in services. The DRA ruled against tenant. Tenant appealed and lost. An inspection had shown that some services were being provided and that seven other services not provided were minor conditions that didn't warrant a rent reduction. The DHCR agreed that removal of a clothesline, minor defects in the kitchen and dining room floors, and minor and/or hairline cracks in the apartment entry door and doorframe, bathroom door, living room, and fireplace were minor conditions.
