MCI Increase Granted for Signage and Doorplates Installed with New Apartment Doors

Landlord applied for MCI rent hikes based on the installation of new apartment entrance doors, along with two new utility doors and 28 new exit doors, and installation of hallway carpeting. The DRA ruled for landlord in part but disallowed the cost for signage/doorplates and hallway renovations, except for the carpeting. Landlord and tenants both appealed. Landlord claimed that signage and doorplates were necessary work performed with and directly related to the MCI consisting of new apartment entrance doors.

Landlord applied for MCI rent hikes based on the installation of new apartment entrance doors, along with two new utility doors and 28 new exit doors, and installation of hallway carpeting. The DRA ruled for landlord in part but disallowed the cost for signage/doorplates and hallway renovations, except for the carpeting. Landlord and tenants both appealed. Landlord claimed that signage and doorplates were necessary work performed with and directly related to the MCI consisting of new apartment entrance doors. The DHCR ruled for landlord in part, granting an additional MCI increase for the signage and doorplates but not for custom hallway wallcovering, mirrors, grills, sconces, and lighting fixtures as this wasn't necessary work done in connection with the doors or carpet installation. The DHCR also ruled for tenants in part. The DRA had incorrectly included some wallpaper costs in its approval of the carpeting costs. This was disallowed. Commercial tenants also benefitted from the hallway carpeting, so a portion of that MCI cost was disallowed.
