MCI Increase Granted for Entry Door and Steps

The DRA granted landlord's MCI rent increase application for a new building entry door, but disallowed any increase for a new front gate and steps, basement windows, basement ceiling repair, and public hall carpeting and painting. Landlord appealed and won, in part. The rebuilt exterior front entry steps were the only exterior stairs at the building and were done in connection with the entry door replacement. The other work was ordinary repairs and maintenance and didn't qualify as MCIs.
