Locked Entrance Door Not Required

The DRA ruled that a front entrance door lock wasn't a required service in landlord's building because the vestibule door was equipped with a self-closing and self-locking device. Tenants appealed, claiming that the entrance door wasn't locked and wasn't secured. They also said that, when closed, the door was almost impossible to open and that the vestibule door and lock weren't operating properly. The DHCR ruled against tenants. Their claim that the vestibule door lock didn't work wasn't relevant. An inspection didn't show this condition either.
