Lobby Work Was Repairs, Not MCI

Landlord applied for MCI rent hikes based on various improvements. The DRA ruled for landlord in part, granting increases for entrance and vestibule doors. But the DRA denied any rent increases for lighting fixtures, vestibule walls and floor, sidewalk, lobby tiles, and lobby mirror. Landlord appealed and lost. These items were repair work, and not necessary work performed in connection with and directly related to the installation of the qualifying MCIs. The items weren't major capital improvements.
