Leaky Roof

Landlord applied for MCI rent hikes based on the installation of a new roof. The DRA ruled against landlord because the roof was leaky. Landlord appealed and lost. A DHCR inspection had shown that the new roof was leaking. The DRA asked landlord to submit proof that repairs were made. Landlord submitted only a statement that roof repairs would be made. The roof replacement didn't qualify as an MCI, because the work wasn't done properly.
