Landlord's Sidewalk Cleaning Efforts Insufficient

DOS issued a violation notice to landlord for accumulated bottles, cans, and paper in front of landlord's building. Landlord claimed that she and her husband regularly cleaned the area three times per week. The ALJ ruled against landlord and fined her $100. Landlord appealed and lost. Landlord's cleaning efforts were insufficient and didn't show that reasonable efforts were being made to keep the area in front of the building free of debris.
