Landlord's Proof Insufficient

Tenant complained of a rent overcharge. Landlord stated that he installed a new entrance door to tenant's apartment at tenant's request. The DRA ruled for tenant, finding a rent overcharge. The DRA gave landlord no 1/40th rent increase for the door. Landlord appealed and submitted for the first time a copy of a price quote for two entrance doors. The DHCR ruled against landlord. Aside from the fact that landlord never submitted this documentation to the DRA, it was insufficient to warrant any rent increase.
