Landlord Replaced Parapet

Landlord applied for MCI rent hikes based on masonry parapet work. The DRA ruled against landlord. Landlord appealed, showing that the entire parapet perimeter was replaced, except for a portion of the east wall that joined the taller wall of the building next door. The DHCR ruled for landlord. Landlord showed that most of the parapet was replaced and submitted a certified statement from an engineer showing that the portion of the east parapet wall didn't require replacement.
