Landlord Proved New Equipment Installed

Tenants complained of a rent overcharge. The DRA ruled for tenant, based on landlord's default, and landlord appealed. Landlord claimed that it didn't get the DRA's requests for information and showed that the DRA's notices weren't addressed properly. Landlord submitted copies of paid invoices showing the prorated cost of new equipment and renovations for tenants' apartment. The total cost of the equipment---kitchen cabinets and countertops, refrigerator, stove electrical fixtures, sink and faucet, medicine cabinet and lights, hamper, and vanity---was over $2,000.
