Landlord Installs Hot Water Heat Exchangers

Landlord asked the DHCR for permission to increase tenants' rents based on the installation of hot water heat exchangers. The DRA ruled for landlord. Tenants appealed and lost. Tenants were advised to file applications for a rent reduction if required services weren't being maintained after the installation. No such complaints had been made, and tenants made no other viable objections.
