Landlord Proved Individual Apartment Improvements

Rent-stabilized tenant complained of rent overcharge. The DRA ruled against tenant, who appealed and lost. Tenant claimed that landlord didn't perform individual apartment improvements that the DRA granted a rent increase for. But landlord submitted proof of the improvements, including itemized invoices from a home improvement company totalling $17,000, as well as copies of cancelled checks used to pay for the improvements.
