Landlord Proved Cost of Individual Apartment Improvements

Rent-stabilized tenant complained of rent overcharge. The DRA ruled against tenant, who appealed and lost. The DRA found that landlord proved the cost of individual apartment improvements made before tenant moved in. Landlord submitted sufficient documentation for work costing $14,900. Tenant claimed that the cost was inflated. But the DHCR didn't apply price restrictions. What mattered was that the work qualified as IAIs and that landlord proved it was paid for.
