Landlord Proved Completion Date of Work

Landlord applied for MCI rent hikes based on rewiring. The DRA ruled against landlord because its application wasn't filed within two years of completing the work. Landlord appealed and proved that its application was filed within two years of the completion date of the work. The work was completed upon final inspection and certification of the rewiring.
