Landlord in Process of Making Repairs

HPD sued landlord, seeking the appointment of a new 7A administrator for landlord's building. HPD claimed that landlord didn't reimburse HPD for repairs made by the prior 7A administrator and that the building was still uninhabitable. Landlord claimed that the prior 7A administrator never made the repairs and that landlord was now making them. The court inspected the building three times---finding very bad conditions on the first inspection, but continuing progress in making repairs on each subsequent visit. The court ruled that landlord could continue to manage the building.
