Landlord Performed Facade Work Without Permit

DOB issued a violation notice to landlord for performing work without a permit. The notice described a masonry wall built at the first-story front exterior with two windows installed. Landlord claimed that the work wasn't done at his building, but at the building next door. He presented photographs at a hearing on the issue. DOB's inspector was present and said it was at landlord's building where he saw the work being performed, not at the building next door. The ALJ ruled against landlord and fined him $500. Landlord appealed and lost. The ALJ didn't find landlord's testimony believable, and ECB said there was no other reason to revoke the ALJ's decision.
