Landlord Never Offered Renewal Lease to Tenant

Landlord appealed, claiming that he'd offered tenant a renewal lease for the period in question. The DHCR ruled against landlord. Landlord didn't submit sufficient proof that any renewal lease was offered during the year in question. So landlord improperly charged tenant a rent increase, and the DRA correctly found that there was a rent overcharge.
