Landlord Never Gave Lease to Tenant

Tenant complained of a rent overcharge. The DRA ruled against tenant, finding no overcharge. Tenant appealed. Tenant had lived in the rent-stabilized apartment for a number of years with no lease. Landlord had even ignored a prior DHCR order directing landlord to give tenant a lease. The DHCR ruled for tenant. Landlord had charged tenant renewal increases. But landlord wasn't entitled to collect rent guidelines increases without giving tenant a lease.
