Landlord Needn't Install Operating Buzzer System

Tenant complained of a reduction in services. He claimed landlord didn't provide a buzzer system. The DRA ruled for tenant and reduced his rent. Landlord appealed and won. Landlord provided an intercom system for the three-apartment building. Under the Multiple Dwelling Law, there was no legal requirement to provide a buzzer system in a building containing fewer than eight apartments.
