Landlord Moved Intercom System Without Prior DHCR Approval

Tenants complained of a reduction in building-wide services based on a defective intercom service. The DRA ruled for tenants and reduced their rents. Landlord later applied for rent restoration based on the restoration of the intercom service. The DRA ruled against landlord, which appealed and lost. Landlord argued that the DHCR inspector found the intercom system operational, although it was relocated from the vestibule to the new doorman's station. But landlord had, in fact, replaced the intercom system with a telephone system connected to the doorman's desk.
