Landlord Gave Tenant Replacement Mailbox Key

Nassau County tenant complained of a reduction in service, claiming that landlord didn't provide a replacement key for the mailbox in the building. The DRA ruled for tenant and reduced his rent. Landlord appealed. First, landlord pointed out that it first received tenant's complaint after the DRA issued its order because it was mailed to the wrong address. Second, landlord said that it gave tenant a key in May 2003, upon installation of a new mailbox. When landlord received the DRA's order in July 2007, it promptly changed the lock and gave tenant a second key for the new mailbox.
