Landlord Fined $300 for Vermin Harborage Conditions

DOHMH issued a violation notice to landlord for failing to keep a premises free of pests and conditions conducive to pests. The agency's inspector found rat burrows at the front of the building. Landlord argued there were no rats at the building and, if there were visible signs of rat activity, she would immediately take corrective action for extermination. The ALJ ruled against landlord, finding there was a known condition and appropriate measures hadn't been taken. Landlord was fined $300. Landlord appealed and lost. The violation notice detailed the inspector's findings of harborage conditions, and landlord submitted no proof of monthly extermination.
