Landlord Didn't Supply Garbage Cans

Tenants complained of reduced building-wide services, claiming that garbage cans weren't provided for tenants' use. The inspection confirmed that there were no garbage cans for tenants and that tenants put their garbage directly on the sidewalk. The DRA reduced tenants' rents, and landlord appealed. Landlord claimed that there were garbage cans in the basement and submitted a photograph showing that. Tenants claimed that landlord provided the cans only after the DRA issued the order.
