Landlord Didn't Specify Sweeping Times

DOS issued a violation notice to landlord for having a dirty sidewalk. Landlord claimed that the debris came from an abandoned Dumpster, and that landlord had tried to get DOS to remove it. The ALJ ruled against landlord and fined it $50. Landlord appealed and lost. Landlord is responsible for keeping the sidewalk in front of its building clean, regardless of the source of any debris.
