Landlord Didn't Separate Paper from Cans and Glass

DOS issued a violation notice to landlord for failing to properly place recyclables out for collection. Landlord denied any violation. The ALJ ruled against landlord and fined him $25. Landlord appealed and lost. Separate containers must be used for recyclable paper, which cannot be mixed with metal cans and glass or plastic bottles. Landlord said that a passerby had mixed the paper in with other recyclables, but there was insufficient proof to support this claim.
