Landlord Didn't Replace All Beams

Landlord applied for MCI rent hikes based on structural steel work. The DRA ruled against landlord. Landlord appealed and lost. Structural steel work qualifies as an MCI only if all beams are replaced, including footings in the building foundation. The plans that landlord submitted with its MCI application showed only two of the seven prepared sections, and it was unclear whether landlord was replacing steel or merely performing emergency shoring.
