Landlord Didn't Prove New Closet Installed in Apartment

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord claimed that the DRA had disallowed the cost of an apartment improvement it had made. The DHCR ruled against landlord. Although landlord claimed that it had installed a new closet in the apartment before tenant moved in, there was no proof of this, and tenant denied that there was any new closet in the apartment.
