Landlord Didn't Prove It Corrected Violations

Landlord applied for 2002--03 MBR increases. The DRA ruled against landlord because landlord had too many building violations on file. Landlord appealed, claiming that it had corrected all violations necessary to get the MBR increases. The DHCR ruled against landlord. Landlord must clear all rent-impairing violations and 80 percent of other violations to collect MBR increases. HPD records showed that as of April 2004, the building had eight rent-impairing violations and 17 other violations.
