Landlord Didn't Appear for No-Access Inspection

The DRA scheduled a no-access inspection. Landlord didn't appear. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the repairs had been completed. The DHCR ruled against landlord. If landlord had now made repairs, it must file an application to restore the rent. There were no grounds to revoke the rent reduction.
