Landlord Didn't Get Notice of Complaint

Tenants complained of a reduction in building-wide services. An inspection showed that a number of conditions existed, and the DRA reduced tenants' rents. Landlord appealed, claiming that it never got a copy of tenants' complaint. The DHCR found that landlord hadn't been served with the complaint and sent the case back for further processing. In the meantime the rent cuts were revoked
