Landlord Complied with DRA's Directive

Tenant complained of reduced services, claiming that there were no screens in her replacement windows, and that landlord told her she'd have to buy screens herself to replace the old ones. The DRA directed landlord to provide screens within 20 days. Landlord didn't answer, and the DRA cut tenant's rent. Landlord appealed, arguing that it had provided the screens, but that the DRA's directive didn't require proof of landlord's compliance. The DHCR revoked the rent cut. Landlord had provided the screens promptly, and shouldn't be fined for not submitting evidence of compliance when the agency didn't ask for it.
