Landlord Complied with DRA Order

The DRA reduced tenants' rents based on a reduction in building-wide services. It ordered landlord to provide sufficient garbage cans, repair an exterior light fixture, and provide regular extermination services. Landlord later applied to have the rents restored. Among other things, landlord submitted an exterminator's letter and invoice showing regular monthly extermination services were being provided. The DRA denied landlord's application because an inspection showed there was infestation. Landlord appealed and won. Even if an inspection showed infestation, this condition, although related, wasn't a basis for the rent reduction. Also, landlord's proof (the paid invoice and letter from its extermination contractor) showed it provided regular monthly extermination services.
