Landlord Cleaned Sidewalks 4 to 7 Times Each Week

The DOS issued a violation notice to landlord for not sweeping 18 inches into the street. Landlord claimed that he swept in front of the 8-family building four times a week and that debris was overflowing from a dumpster in front of a neighboring building. The ALJ fined landlord $50, and landlord appealed. Landlord now claimed that he often cleaned seven times a week. The ECB ruled against landlord. Landlord's claim on appeal contradicted his prior statement about the number of times he swept. And cleaning 4 to 7 times a week in front of an 8-family building wasn't enough.
