Landlord Can't Seal Side Entrance Doors

Landlord asked for permission to seal two side entrance doors to a building. The DRA denied landlord's application, but the DHCR later approved it. Tenants asked for reconsideration, and the DHCR reopened the case. After reconsideration, the DHCR ruled for tenants. The DHCR found that the side doors were a required service. Landlord asked to discontinue the service after already doing so. Sealing the doors was inconsistent with building laws and regulations, and caused violations to be placed against the building.
