Landlord Can Switch to Automatic Elevators

Landlord applied for permission to replace two manually operated passenger elevators with automatic elevators and a security system that included a doorman/concierge service. The DRA ruled for landlord, and some tenants appealed. They claimed that they wouldn't have the same level of building security under the new service. The DHCR ruled against tenants. The proposed doorman/concierge service consisted of a station at the building entrance with a monitor to view images from video cameras in the elevators and a telephone.

Visitors would be required to tell the doorman what floor they were going to and would be allowed up only after confirming that tenants were home. The doorman could also control the elevator so that visitors couldn't exit on floors other than the lobby floor when leaving.
