Landlord Can Modify Building's Mail Delivery System

Landlord asked the DHCR for permission to modify the building's mail delivery system to a mailbox access system. The DRA ruled for landlord, who could install mailboxes on the condition that the doorman would sign for packages and oversize mail, and that a log would be kept at the front desk of incoming packages. No rent reduction was ordered, and landlord was barred from seeking any rent increases for the mailboxes. Tenant appealed and lost. The new system resulted in no decrease in required services to tenant.
